I believe this message occurs when Windows Explorer is opened on a folder of CR2 files and the installed Canon RAW codec is too old to display the thumbnails. It is my experience that there is also a link in the message where to download the latest Canon RAW codec.

What is a CR2 file?
A CR2 file is a raw camera image created by Canon digital cameras. It stores uncompressed image data exactly how it was captured by the CCD. CR2 files are typically used by professional photographers because they store higher quality images.
You can open and edit CR2 files using various image editing programs, including the software bundled with Canon digital camera purchases. Some other image editors that support CR2 files are Adobe Photoshop, ACD Systems ACDSee, and IrfanView.
CR2 files are saved in the Canon Raw version 2 format, which is based on the TIFF specification. Some earlier versions of Canon digital cameras also use the .CRW format, which is based on the Camera Image File Format (CIFF).
NOTE: Various models of Canon cameras may create CR2 images, including EOS 1D Mark IV, EOS 450D, and EOS Rebel T3.
